Connections to other systems remain another reliable source of cost. A form that saves data is low risk; the same feature wired into a payment provider and a CRM is another matter entirely. The unknown hides in the other system: undocumented APIs, long certification processes, data that does not match your model. Ask any vendor to break integrations out as separate items, since this is the usual source of overruns.



Quality attributes silently change the estimate. An application used by a small internal dedicated team model vs project-based outsourcing differences is a very different build from the same feature set handling thousands of external customers. Audit and compliance requirements, high availability, scalability, audit logging and localisation each add measurable effort. Put them in the brief or expect the estimate to move later.



The mix of people behind the number changes the arithmetic.
